Free WEEKLY Bulky Waste Pickup (NO appointment, 5 items per week)
Free, weeklyKnoxville provides free WEEKLY bulky waste pickup with NO appointment needed. Place up to 5 bulky items next to your trash cart by 7 AM on your service day. Bulky waste is items too large to fit in your empty garbage cart: furniture, tires (rims removed), appliances, old personal trash cans, and other approved household items.
Eligibility: Single-family homes, duplexes, triplexes, and quad-plexes located on a single parcel within Knoxville City limits.
Frequency: WEEKLY, every regular collection day, NO appointment, NO scheduling.
Per-week limit: 5 bulky items per week. CRITICAL: more than 5 items = Codes Enforcement Violation, none of the items collected.
Cost: Free, paid through City taxes. NO monthly bill, NO account setup.
Set-out time: By 7 AM on your service day. Place items next to (3 ft from) your trash cart at the curb.
Pickup timing: Bulky truck makes a separate pass, allow up to 2 business days after placing the items for the bulky truck to return.
CRITICAL: Freon appliances: Refrigerators, freezers, and AC units NOT eligible unless certified personnel have drained the coolant AND tagged the item to indicate professional drainage. Alternative: transport to Solid Waste Facility where staff drain free.
Gas-powered equipment: NOT eligible unless drained of all liquids OR tanks removed (gasoline, oil, propane).
Carpet rule: Must be rolled, tied, and cut to 6 feet or less in length.

Free Weekly Automated Trash Collection
Free, weeklySince January 2017, Knoxville garbage carts have been picked up by automated arms on the trucks. NO sign-up needed, service comes with the property. Just set out the City-issued grey cart by 7 AM on your service day.
Eligibility: SFH, duplex, triplex, quad-plex on single parcel within City limits.

Cost: Free, paid through City taxes. NO sign-up, NO account.

Cart placement: Within 1 ft of curb or white road edge line. Wheels facing home, lid opening toward street. At least 3 ft from vehicles, utility poles, mailboxes, other carts, or anything that might block the automated arm.
Cart issues: New carts come with the property. If missing, check garage, basement, alley first. If stolen, report to non-emergency police (865-215-7000) and call 311 to order replacement.
Free Solid Waste Facility (drained Freon appliances)
Free for residentsThe Knoxville Solid Waste Facility (SWMF) accepts a variety of materials including refrigerators, freezers, and AC units, with on-site staff who drain coolant and tag the appliance for safe disposal. Free for Knoxville City residents. Located within City limits.
What's accepted: Drained Freon appliances (or staff drain on-site), certified scrap metal, fluorescent tubes/CFLs (free).
Cost: Free for Knoxville residents.
Why use this: Avoids the certified-technician fee for refrigerators/freezers/ACs. SWMF staff handle the drainage at no cost.
Free Household Hazardous Waste at SWMF
Free for residentsThe Knoxville Solid Waste Facility accepts household hazardous waste, paint, motor oil, antifreeze, paint cans, and other hazardous materials, FREE for residents. East Hartford's practice of free transfer station HHW is mirrored here.

Free Curbside Recycling Sign-Up + 12 Drop-Off Centers

Free Backdoor Garbage Service (mobility limitations)
Free, opt-inKnoxville offers free Backdoor Garbage Service for residents who have physical limitations preventing them from rolling carts to the curb. Crew comes to the back of the home to collect garbage. Free, by application.

City Public Service service area. The City of Knoxville Public Service Department, Waste & Resources Management Division provides residential trash, recycling, bulky waste, and yard waste pickup services to single-family homes, duplexes, triplexes, and quad-plexes located on a single parcel within City limits. Services are paid for through City taxes, NO sign-up, NO monthly bill needed. Surrounding areas (Knox County unincorporated, Farragut, Maryville, Oak Ridge) have their own waste arrangements (often private haulers like Waste Connections or WM).
Automated cart system since 2017. Since January 2017, City-issued garbage carts have been picked up by trucks outfitted with automated arms. This modern automated system saves taxpayer dollars, reduces litter, and keeps drivers free from injury. Cart placement is critical for the automated arm to function: within 1 ft of curb or white road edge line, wheels facing home, lid opening toward street, at least 3 ft from vehicles, utility poles, mailboxes, other carts, or any object that might block the arm.
Bulky waste pickup is unusually accessible. Knoxville is one of very few major U.S. cities that offers WEEKLY bulky pickup with NO appointment. Just place up to 5 items at the curb by 7 AM on your service day. The bulky truck makes a separate pass within 2 business days. This is dramatically more convenient than most cities (most cities require 1-week to 4-week appointments). The trade-offs: 5-item weekly cap is strict (more = Codes Enforcement Violation), and Freon appliances require pre-drainage.
The 5-item weekly limit is enforced. If more than 5 bulky items are set out at once, NONE of the items will be collected and it may result in a Codes Enforcement Violation. The 5-item limit is per service day, so households with 10 items can stagger across 2 weeks completely free. The limit prevents single households from monopolizing bulky truck capacity and helps keep route times manageable.
Refrigerant rule for appliances. Refrigerators, freezers, and AC units are NOT eligible for bulky pickup unless certified personnel have properly drained the coolant AND tagged the item to indicate professional drainage. The federal Clean Air Act (Section 608) requires certified technician handling of refrigerants. Two options: (1) Hire a certified appliance technician ($25-$75) to drain and tag. (2) Self-haul to the Solid Waste Facility where qualified staff drain free. Option 2 is dramatically cheaper if you have truck access.
Construction debris exclusion. Construction, renovation, and demolition waste is NOT eligible for bulky pickup, it's landfilled separately. This includes doors, windows, toilets, kitchen/bathroom cabinets, flooring, lumber, drywall, shingles, bricks, tiles. If you're cleaning out a rental property, tearing down a shed, or remodeling a kitchen, those materials are your responsibility to dispose of separately.
Cardboard rule. Cardboard boxes should be broken down, cut if necessary, and placed in your recycling cart (or trash cart if you don't have a recycling cart). For boxes that don't fit, take to one of 12 City/County/UT recycling drop-off centers. Don't force large pieces of cardboard down into the recycling cart, they may block recyclables underneath.
Holiday delays. Knoxville has the simplest holiday schedule of any major U.S. city, ONLY Thanksgiving and Christmas affect collection. All other federal holidays are normal collection days. When Thanksgiving or Christmas falls on a weekday, that day's collection shifts to the following day, and Sanitation Workers work through Saturday to catch up. The following Monday, service resumes as usual. New Year's Day, MLK Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Veterans Day, ALL normal collection days. This is one of the most operationally efficient schedules in the country.

Knoxville's donation programs accept items in good usable condition: clean upholstered furniture without significant tears or stains, working appliances less than 10 years old, mattresses in good condition (subject to program-specific rules), kitchenware, lamps, and most household goods.
Items typically not accepted: damaged or stained furniture, mattresses with bedbug history or significant wear, appliances that don't work, particle-board furniture in poor condition, cribs (federal safety regulations have changed), and exercise equipment that requires reassembly. Always call before scheduling if you're unsure, pickups that find unacceptable items will leave them behind.
For households who exceed the 5-item weekly bulk limit and can't wait to stagger items over multiple weeks, live in apartment buildings (5+ units, NOT eligible for City service), have construction debris (NOT eligible for any City service), need same-day or in-home pickup, or have items the City won't accept (pianos, basketball goals, items over 6 ft, items too heavy for two workers), paid options are available. Note: Knoxville's combination of WEEKLY no-appointment bulk + 5 items per week + Solid Waste Facility for Freon + free SWMF for HHW makes it one of the most generous free systems in the South.

How does WEEKLY bulky pickup with no appointment actually work?
Just place up to 5 bulky items next to your trash cart at the curb by 7 AM on your regular service day. Don't call, don't schedule, don't fill out a form. The bulky truck makes a separate pass through your neighborhood within 2 business days after items are placed (it's a different truck than the regular trash automated truck). Items eligible: furniture, appliances (non-Freon), tires (rims removed), carpet (rolled, tied, 6 ft or less), and other approved bulky household items. Place items at least 3 ft from the trash cart so the automated arm can wrap around the cart safely. If items aren't collected within 2 business days, report a missed pickup via 311 or the My Knoxville App. Knoxville is one of very few major U.S. cities that offers this convenience, most cities require appointments with 1-week to 4-week lead times.

The cheapest free option: stagger across 2 service days. Knoxville's 5-item weekly limit applies per service day, not per appointment or per year. Place 5 items at the curb week 1, then place the remaining 3 items at the curb week 2. Cost: $0 for 8 items, but takes 2 weeks. CRITICAL: don't place all 8 at once, you'll get a Codes Enforcement Violation and NONE of the items will be collected. If you need faster: LoadUp at $70+ for same-day full-service pickup of all 8 items. For Freon appliances mixed in, self-haul to the Solid Waste Facility where staff drain coolant for free, OR pay a certified technician $25-$75 to drain and tag the appliance for curbside pickup. Why is Knoxville's holiday schedule so simple?
Knoxville has one of the simplest holiday schedules of any major U.S. city: ONLY Thanksgiving and Christmas affect collection. All other federal holidays, New Year's Day, MLK Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Veterans Day, are normal collection days. The reasoning: Sanitation Workers are City employees on union schedules that work most federal holidays as part of normal duty rotation. When Thanksgiving or Christmas falls on a weekday, that day's collection shifts to the next day, and Sanitation Workers work through Saturday that week to catch up. The following Monday, normal service resumes. This is dramatically more efficient than cities like Hartford (7+ holidays) or Buffalo (only 2 holidays - their schedule is similar). The 2-holiday system means most months have predictable collection, just plan around late November and late December each year.
How do I qualify for Freemoval in Knoxville?

Why does the City require certified technicians for refrigerator drainage?
The federal Clean Air Act (Section 608) requires certified technician handling of all refrigerants, HCFC-22 (older Freon), R-134a, R-410A, and other newer refrigerants. These chemicals are potent greenhouse gases (thousands of times more impactful per pound than CO2) and ozone-depleting substances. EPA fines for releasing refrigerant during disposal can reach $25,000+ per violation. Knoxville bulky pickup crews can't safely remove refrigerant in the field without specialized recovery equipment, so the appliance owner must arrange certified service first OR self-haul to the Solid Waste Facility where staff have the proper equipment.
