Spokane, Washington operates city-run municipal solid waste collection with a fee-based Load Truck service for bulk item pickup that requires a call to 311 in advance to send the right truck. The city also offers food and yard waste collection — weekly March through November and monthly in winter — one of the more year-round organics programs in the Pacific Northwest. A new 2026 appliance refrigerant fee of $30 applies at transfer stations. This guide covers every option for City of Spokane residents.

Free options at a glance

Spokane runs a city-operated bulk pickup service via Load Truck appointment, plus mandatory weekly trash and bi-weekly recycling. A new $30 transfer station fee for refrigerant appliances takes effect in 2026. The Waste to Energy Facility accepts most items by self-haul, with HHW free for residents. Below are the options most Spokane residents qualify for.

Spokane Load Truck pickup service

Fee-based, by appointment

Spokane's primary bulk pickup runs through a Load Truck service requiring advance scheduling so the city sends the right truck for your items.

How to schedule: Call 311 (within city) or 509-755-CITY (2489) before your collection day.

Set-out: Items curbside by 6:00 AM. Items longer than 6 feet must be cut down.

Fees: Apply per Load Truck request; contact 311 for current pricing.

Note: Within city limits, third-party dumpster rentals are prohibited; use city-operated dumpster rental instead.

Free curbside extra bag program

Low-cost

For overflow trash (extra bag, can, or box), Spokane allows extra-bag set-out at $5.85 per item. The cheapest path for occasional overflow.

Cost: $5.85 per extra bag, can, or box of overflow garbage.

Use case: Post-holiday surge, light cleanouts that don't justify a Load Truck appointment.

Free HHW and e-waste at City and County facilities

Free for residents

Spokane and Spokane County offer free HHW and e-waste drop-off at all City and County facilities. The Waste to Energy Facility accepts self-haul trash with fees.

What's free: Recyclables and household hazardous waste (paint, chemicals, batteries, electronics).

Self-haul trash: Waste to Energy Facility accepts trash 7 days/week with fees.

2026 change: Refrigerant-containing appliances at transfer stations now have a $30 special handling fee.

Bulk item Load Truck service

Spokane’s Load Truck service picks up bulk items on your regular collection day, but requires advance scheduling so the city can send the right truck.

Schedule: Call 311 (within city limits) or (509) 755-CITY (2489) (outside city/cell) before your collection day. Calling ahead is essential, not optional.

Placement: Items curbside by 6:00 AM on your collection day. Items longer than 6 feet must be cut down.

Fees apply for Load Truck service. Contact 311 for current pricing. Extra bags, cans, or boxes of overflow garbage cost $5.85 each for regular overflow.

Dumpster rental: Temporary dumpsters (4 sizes, rentable from 2 days to 6 months) are available from the City of Spokane Solid Waste Collection. Note: within city limits, use of temporary dumpsters from companies other than the City of Spokane is prohibited. Call (509) 625-7956 or download the 2026 Temporary Dumpster Rental Form.

2026 appliance refrigerant fee: Starting January 1, 2026, Spokane County transfer stations charge a $30 special handling fee per appliance containing refrigerant/freon (refrigerators, freezers, air conditioners, water coolers) in addition to regular disposal fees. All other appliances (dishwashers, microwaves, washers/dryers) remain at the regular rate.

Regular garbage and recycling

City of Spokane provides weekly garbage collection and bi-weekly recycling (same day as garbage). Recycling is every other week; find your week using the Recycle Map tool at my.spokanecity.org/recyclemap. Do NOT bag recyclables — place all materials loose in the blue cart.

Garbage rates are based on cart size; all services billed monthly on your City utility bill. Collection zones are address-specific — use the Garbage Pickup Day Map at my.spokanecity.org to find your day, or call 311.

Cart color note (2026): Washington state now requires garbage carts purchased after August 31, 2025 to be gray or black. The city continues to distribute existing brown carts from inventory until they are no longer functional.

Pack out service: Free for elderly and disabled customers who cannot place carts at the curb. Requires a completed medical form. Contact 311 for details.

Food and yard waste service

Spokane offers an optional food and yard waste (green cart) subscription service, with one of the more year-round pickup schedules in the region:

· March through November: Weekly collection

· December, January, February: Monthly collection (winter pickup weeks are announced in advance)

Green cart accepts: Food scraps (including meat, dairy, grains), fruits and vegetables, yard trimmings, grass clippings, leaves, branches. Paper leaf bags are acceptable and qualify for discounted disposal of up to 3 extra bags.

Plastic bags are prohibited from the green cart. Green carts containing plastic bags are billed as garbage disposal, not organics.

HHW and transfer stations

Spokane’s Waste to Energy Facility accepts self-haul trash and yard waste 7 days a week (fees apply). Recyclables and household hazardous waste are free at all City and County facilities.

Spokane County operates two transfer stations (see spokanecounty.gov for current locations and hours). As of January 1, 2026, a $30 special handling fee applies to refrigerant-containing appliances at these facilities.
